Description

An instrumentation installation contractor tender evaluation workbook in Excel. Set out the scope, minimum technical requirements and workmanship standards before you issue the tender, then rate up to four contractors line by line and get scope, technical and QC scores, a price score, mandatory failures and a final ranking. Use it as a client, QS, project manager or E&I engineer to choose an instrumentation contractor fairly and record why.

The lowest price often hides a missing scope item, an unqualified team or poor workmanship standards. This workbook puts every contractor against the same requirements before award, not after.

What’s included

  • Scope compliance: 18 scope lines aligned with the Tender and Claim Instrumentation BOQ bills: preliminaries, field instruments and supports, tubing and instrument air, containment, cables and terminations, junction boxes, panels and earthing, calibration, loop checks and commissioning.
  • Technical compliance: 33 minimum requirements covering general requirements, field instrument installation, impulse tubing and instrument air, cables and containment, terminations, junction boxes and panels, earthing and hazardous areas, and calibration, loop checks and commissioning. Each has a standard or reference, a mandatory flag and a weight.
  • QC & workmanship: 19 quality checks for field instruments, tubing, cables and terminations, hazardous areas, and testing and records.
  • Evaluation summary: scope, technical and QC %, weighted technical score, price score, mandatory failures, pending items, qualified status, overall score, rank and tier, with a chart.
  • Contractor documents: priced BOQ, licences and insurances, key personnel, test equipment calibration, calibration certificates, loop check sheets, tubing leak tests, cable tests, hazardous area dossier updates and as-builts, ticked off per contractor.
  • Scope exclusions: control system configuration, process connections, civil works, scaffolding and EWPs, vendor commissioning, power cabling, after-hours work, hazardous area classification and more, with a comment or cost to cover.
  • Standards list: the standards referred to in the requirements, to replace with local equivalents outside Australia.

Built for real tenders

  • Rate each line Comply, Partly comply, Not comply or Not applicable. Points are 3, 1 and 0, multiplied by the weight.
  • Any mandatory item not fully met disqualifies the contractor automatically.
  • Set your own weights for scope, technical and QC, and the quality-to-price split (70 : 30 by default).
  • Pairs with the Instrumentation BOQ, Daily Progress Tracker and Payment Certificate.

File details

  • Microsoft Excel (.xlsx) for Excel 2016 or later, Microsoft 365 and LibreOffice 7 or later. No macros.
