Description

A control system tender evaluation workbook in Excel for PLC, DCS and SCADA packages. Set out the scope and minimum technical requirements before you issue the tender, then rate up to four vendors line by line and get a weighted technical score, a price score, mandatory failures and a final ranking. Use it as a client, QS, project manager or engineer to evaluate control system tenders fairly and record why the winner was chosen.

Control system offers are hard to compare: one vendor includes redundant servers, another leaves out field cabling, a third offers a platform that isn’t on your approved list. This workbook puts every offer against the same requirements, so the differences show up before award, not after.

What’s included in the evaluation workbook

  • Scope compliance: 38 scope lines covering architecture and servers, controllers and I/O, panels, networks and interfaces, application software and services, with quantities to fill in and a section score for each vendor.
  • Technical compliance: 43 minimum technical requirements covering general and quality, architecture and redundancy, SCADA / HMI and historian, engineering workstation and software ownership, controllers and I/O, panels and power, networks and cyber security, and testing, documentation and support. Each has a standard or reference, a mandatory flag and a weight.
  • Evaluation summary: scope %, technical %, weighted technical score, price score, mandatory failures, pending items, qualified / not qualified status, overall score, rank and tier, with a chart.
  • Vendor documents: a schedule of vendor documents and drawings (architecture, FDS, SDS, HDS, I/O list, cause and effect, network and cyber security, ITPs, FAT and SAT) with copies and timing, ticked off per vendor.
  • Scope exclusions: typical exclusions checked for every tender (site installation, field cabling, fibre, field instruments, UPS, earthing, CCTV, travel, freight and more), with a comment or cost to cover.
  • Standards list: IEC 61131-3, IEC 62381, IEC 62382, IEC 62443, IEC 61511, ISA-18.2, ISA-101, IEC 62541 (OPC UA) and others referred to in the requirements.

Built for real tenders

  • Rate each line Comply, Partly comply, Not comply or Not applicable. Points are 3, 1 and 0, multiplied by the weight.
  • Any mandatory item not fully met disqualifies the vendor automatically, so a low price can’t hide a missing requirement.
  • Set your own weights for scope and technical, and the quality-to-price split (70 : 30 by default).
  • Edit the requirements to match your specification before issuing, and send the same sheets to the vendors to complete.
  • Pairs with the Control System BOQ and the Control System I/O Counter, so the scope, the quantities and the evaluation all line up.
